Hong Kong is preparing its first “Five-Year Plan”, but the real test is not how many views are collected. It is whether Hong Kong can turn public demands into evidence-based, prioritised, and implementable long-term policy judgments. We argue that effective planning requires a stronger policy research ecosystem supported by government, universities, and independent think tanks, so that Hong Kong can better absorb evidence, refine policy judgment, and coordinate long-term strategies across departments.
