Impact Evaluation
Rigorous impact evaluation is essential for determining whether a policy is suitable for scaling and wider adoption.
HKFEI combines academic rigour with policy practice, using impact evaluation to provide an evidence base for public and social policy in Hong Kong.
Evaluation Design
Experimental and quasi-experimental methods
HKFEI specializes in applying experimental and quasi-experimental methods to carefully assess the causal impact of different programmes, tailoring our methods to the policy context, data availability, and implementation design.

Multi-dimensional outcome assessment and Longitudinal tracking
We design surveys to capture the social and economic impacts of policies across multiple domains effects, including career progression, health, income, savings, and social mobility. Data are collected across multiple survey waves to track changes over time and to distinguish short-term effects from more sustained impacts.

Policy Translation and Knowledge Dissemination
HKFEI translates evaluation findings into clear, actionable insights for a general audience, ensuring that evidence is accessible to public discussion. We also provide detailed technical notes and methodological documentation for professionals, researchers, and policymakers who require transparency and analytical depth.
