Prof. Michael Wong

Founding Director & Chairperson

Prof. Michael B. Wong is an academic, researcher, and policy entrepreneur whose work focuses on labor, housing, and public finance. He is appointed as an assistant professor in management and strategy at the HKU Business School, with a joint appointment in economics and a courtesy appointment at the HKU School of Governance and Policy. He combines the use of administrative data, field experiments, rigorous causal inference, and structural estimation methods to understand policy impacts. His policy research focuses on public housing and urban development in Hong Kong. He received his PhD from MIT and his BA from Harvard.

Mr. Philip Chan

Associate Director & Secretary

Mr. Philip Chan (Dip in Social Work, Hong Kong Polytechnic, B Soc Sc, CUHK, M Arts, CUHK) is currently Board Member of HKFEI and CADL. Retired civil servant (Administrative Officer Grade). He was the Research Director of the then Central Policy Unit. He served as the Deputy Secretary for Food and Health (Food) and the Director, Sales of First-hand Residential Properties Authority before he retired. He has served in the church as the Sunday Class teacher for over 20 years. He is in love with tennis and music.

Prof. Yun Wing Sung

Associate Director & Treasurer

Prof. Yun-wing Sung is a leading expert on the Hong Kong economy and its integration with Mainland China. Currently an Adjunct Professor and Associate Director of the Economic Research Centre at CUHK, he previously served as Chairman of the Economics Department for 17 years. His distinguished career is marked by prestigious honors, including the Sun Yefang Economic Science Award, the Zhang Peigang Outstanding Achievement Award in Development Economics, and the University of Minnesota Distinguished Chinese Alumni Award. Besides authorship of nine books and numerous articles, he has held a number of editorships in international academic journals. and has served as a member of many expert advisory committees in the HKSAR and the Mainland.

Prof. Pauline Sung-Chan

Associate Director (Organizational Development)

Prof. Pauline Sung-Chan is a distinguished scholar and practitioner specializing in organizational change and translational research. Currently an Honorary Professor at HKU and a former Associate Professor at HK PolyU, she has pioneered academic programs, including Hong Kong’s first in Family Therapy and Peking University’s first in Master of Social Work. A former Fulbright Senior Scholar at Washington University in St. Louis and a visiting fellow at MIT, her research focuses on multi-disciplinary, evidence-based interventions for childhood obesity and cancer prevention. Since 2017, she has spearheaded policy research into early childhood investment to drive social mobility, collaborating with leading global universities and Chinese government ministries.

Ir Wilson Wong

Associate Director (Outreach and Public Engagement)

Ir Wilson Wong is a Young Engineer of the Year Awardee and serves on the Transport & Logistics Division committee of the Hong Kong Institution of Engineers. He holds an MSc in Transport and Management from Imperial College London, he began his career at MTR Corporation. He now works with an international construction engineering group, managing major infrastructure projects, and previously assisted the Hong Kong Government in publishing its Major Transport Infrastructure Development Blueprint. He is committed to fostering cross-sector collaboration, youth development, and innovation for societal benefit.

Ms. Lucia Choi

Honorary Fellows

Ms. Lucia Choi is a social impact strategist. She holds a bachelor’s degree in Psychology, with a minor in Social Policy, from the University of Hong Kong, and completed a course in Human Rights Law at Koç University in Istanbul.
In work, she leads the Poverty Alleviation and Disability Inclusion portfolios, providing end-to-end strategic philanthropy support and building close partnerships with leading organisations in these areas. Most recently, she has been leading a team participating in a mega social mobility project, supporting the design, adaptation, and RCT evaluation.
She spent two years in Taiwan and Mainland China as a creative and marketing manager, focusing on public education and rural revitalisation. Her commitment to supporting people in need is grounded in her academic training and cross-sector experience.

Prof. Terence Tai-leung Chong

Honorary Fellow

Prof. Terence Chong Tai-leung, MH, is the Associate Head of New Asia College, the Executive Director of the Lau Chor Tak Institute of Global Economics and Finance, and the Co-Director of the Global Economics and Finance Program, as well as an Associate Professor of Economics at The Chinese University of Hong Kong. He holds a PhD in Economics from the University of Rochester and a BA in Economics from CUHK. His research expertise lies in econometric finance, and he is ranked among the top 5% of economists worldwide by RePEc.

Prof. Chong has long been engaged in public policy and international affairs and is committed to bridging academic research and practice to provide strategic insights for Hong Kong’s development. He is currently a panel member of the Telecommunications (Competition Provisions) Appeal Board of the HKSAR Government. He is also a member of the Economic Policy Committee of Hong Kong General Chamber of Commerce and Hong Kong Jockey Club. He also sits on the editorial boards of multiple international journals. Professor Chong was awarded the Medal of Honour by the Government of the Hong Kong Special Administration Region in 2022 in recognition of his dedicated and valuable contributions to the development of trade and industry in Hong Kong.

Mr. Kwok-chuen Kwok

Mr. K.C. Kwok is an Honorary Professor of the Business School at The University of Hong Kong. He has extensive experience in both the public and private sectors. He held senior economist positions in the Office of the Commissioner of Banking and at the Hong Kong & Shanghai Banking Corporation, and he served as the Chief Regional Economist for East Asia at Standard Chartered Bank. From 2004 to 2008, he was appointed Government Economist by the SAR Government. Additionally, Mr. Kwok served as the Chief Executive Officer of the Hong Kong Academy of Finance from 2021 to 2023, where he contributed to financial leadership development and monetary and financial research in Hong Kong.

Ms. Renee Ho

Ms. Renee Ho is the Co-founder of Talent Co-Op Limited and EssAI Education Limited. She holds a Master’s degree from University College London in Educational Planning, Economics and International Development, as well as a Bachelor of Arts and a Bachelor of Education (Language Education) in English Education from The University of Hong Kong.

Ms. Ho has long focused on public policy issues related to education, youth and talent development. She previously served as a Senior Research Lead at Our Hong Kong Foundation, where she established the Education and Community Studies research teams, and regularly provides analysis and recommendations on curriculum reform and talent development in Hong Kong.She is also actively engaged in public service, currently serving on the Civil Service Training Advisory Board, the Professional Development Committee of the Property Management Services Authority, and the Liquor Licensing Board among other appointments.

Ms. Chloe Lam

Honorary Fellows

Ms. Chloe Lam is a strategy and finance professional focused on M&A execution, portfolio optimization, and digital transformation to drive pan-Asian growth. She is also a Visiting Lecturer at The University of Hong Kong, teaching master’s students on business, digital strategy, and transformation.

She holds an MSc in Philosophy and Public Policy from the London School of Economics and a BSc in Economics and Finance from The University of Hong Kong. She is a Certified Public Accountant (HKICPA) and a Certified Financial Risk Manager (FRM, GARP).

Ms. Lam co-founded Crowd Voting Hong Kong, an EdTech social enterprise promoting media literacy and responsible digital citizenship.

Prof. Billy Sui-choi Mak

Honorary Fellows

Prof. Billy Sui-choi. Mak is an Associate Professor of the Department of Accountancy, Economics and Finance, and Associate Director (Financial Policy) of the Centre for Corporate Governance and Financial Policy at Hong Kong Baptist University. His research topics focus on the equity market, financial planning, and Hong Kong property market. He is the guest host of Metro Finance Radio and a special contributor to various newspapers. He is currently a member of the Mandatory Provident Fund Schemes Advisory Committee, the Deposit Protection Appeals Tribunal, the Steering Committee for the Pilot Programme to Enhance Talent Training for the Asset and Wealth Management Sector (WAM Pilot Programme), the Registration Committee of Hong Kong Gold Exchange, the Standing Commission on Civil Service Salaries and Conditions of Service and the Hong Kong Housing Authority. He was awarded the Medal of Honour of the HKSAR in July 2025.

Mr. Vernon Tam

Mr. Vernon Tam is a healthcare and capital markets professional with over 20 years of experience across the pharmaceutical industry, investment banking, and IPO regulatory practice. With a background in biomedical research and healthcare finance, he focuses on advancing the growth of innovation-driven biotechnology companies by facilitating access to private and public capital markets.

Ms. Sharon Tam

Honorary Fellows

Ms. Sharon Tam is a Hong Kong and Greater Bay Area practising lawyer specialising in Corporate & Real Estate at Bird & Bird Hong Kong. She advises multinational and local private equity funds and developers on property transactions, asset acquisitions, disposals, and real estate financing. As a GBA practising lawyer registered in Shenzhen and Member of the Chartered Institute of Arbitrators (MCIArb), she serves as arbitrator on Guangzhou and Dongguan Arbitration Commission panels.

Ms. Tam is serving various government committees including the Steering Committee on Rule of Law Education, Appeal Panel (Housing), Liquor Licensing Board, Transport Tribunals’ Panel and Board of Review (Inland Revenue Ordinance). She leads as Chairlady of the Greater China Legal Affairs Young Solicitors’ Sub-Committee of The Law Society of Hong Kong.

Her achievements include Hong Kong’s Most Notable Lawyers under 40 by Hong Kong Business, LexisNexis® 40 UNDER 40, and IFLR Rising Stars Awards.

Ms. Olivia To

Honorary Fellows

Ms. Olivia To is an expert on sustainability and investment. She holds an MSc in Environmental Engineering and Management from the Hong Kong University of Science and Technology, and a BSSc in Global and Environmental Studies from The Education University of Hong Kong. Ms. To is committed to leveraging Hong Kong’s strategic strengths to develop the city as a global green technology hub. Through collaboration with international stakeholders—including governments, corporations, universities, and science parks—she facilitates direct investment by green technology companies and projects in Hong Kong, and promotes the city’s competitive advantages in sectors such as new energy, the sustainable built environment, and green mobility.

She has extensive experience in the ESG field. She previously worked at the World Wide Fund for Nature (WWF), where she contributed to climate and energy policy advocacy and, together with her team, successfully helped drive the government’s introduction of the Feed-in Tariff policy and renewable energy certificates. She later joined the Environmental Protection Department, supporting senior leadership in developing Hong Kong’s Climate Action Plan 2050. She is also active in public service, serving as a Committee Member of the Energy Institute and the Academy Advisor and Fellow of the Education University of Hong Kong

Ms. Cherry Cheng

Ms. Cherry Cheng is currently Manager (Administration) at HKFEI. She holds a Master’s degree in Christian Studies (Marriage and Family Counselling) from the China Graduate School of Theology, and a Bachelor’s degree in Textile Chemistry from the Hong Kong Polytechnic University.

Mr. Vincent Chong

Legal & Compliance Associate

Mr. Vincent Chong is a solicitor. He holds a Postgraduate Certificate in Laws (PCLL) from The Chinese University of Hong Kong (CUHK), an M.S.Sc. in Social Work from CUHK, and dual bachelor’s degrees in Laws and Social Science (Sociology) from CUHK. He has a broad practice spanning civil, family, and criminal matters and has been advising different charities and teaching helping professionals on the legal knowledge for their professional practice.

Ms. Grace Kong

Public Relations & Communications Consultant

Ms. Grace Kong has 30 years of experience in journalism, including her role as the Assistant Chief Editor of the Hong Kong Economic Journal (HKEJ). She possesses extensive experiences in media and public affairs. She authored a daily political column (余錦賢:香港脈膊) and a weekly column analysing current political developments in Hong Kong. She also served as the producer of the current affairs program “On a Clear Day” (在晴朗的一天出發) at HK Commercial Radio. She worked for the Hong Kong Jockey Club, where she prepared speeches for the Chairman, implemented strategic communications to enhance and uphold the Club’s reputation, and engaged with the media, key opinion leaders, and politicians. Currently, Ms. Kong is a public relations consultant and a columnist and contributor to HKEJ.

Mr. Alex Ngau

Research Associate

Mr. Alex Ngau is a Research Associate at the Hong Kong Future Economy Institute (HKFEI). He holds a Bachelor’s degree in Philosophy from The Chinese University of Hong Kong. He aspires to become a policy entrepreneur and is particularly interested in Hong Kong’s public housing policy and population policy. Prior to joining HKFEI, he has worked for two years for the think tank, CADL.

Ms. Tina Zhao

Research Associate

Ms. Tina Zhao focuses on quantitative policy evaluation, combining data analysis expertise with experience in socio-economic impact assessment.

After years in professional services where she advanced to managerial level, she pursued a Master of Economics (Data Analysis Stream) at The University of Hong Kong, specializing in quantitative methods. Her research examines policy interventions including cross-border e-commerce’s effects on income inequality and Greater Bay Area coordination using computational text analysis.

Prior to HKFEI, she served as Research Assistant on the Jockey Club Project LIFT evaluation, conducting data analysis for household surveys in Hong Kong’s transitional housing communities.

She holds an MEcon from HKU (merit scholarships) and BBA (First Class Honours) from City University of Hong Kong (full tuition entrance scholarship).

Ms. Caroline Cheung

Mr. Allen Huang

Mr. Allen Huang holds a BSc in Econometrics and Mathematical Economics from the London School of Economics and Political Science (LSE). He is interested in urban economics and focuses on policies to improve housing affordability in Hong Kong.

譚雪欣小姐

名譽研究員

譚雪欣小姐是一位在香港及粵港澳大灣區執業的律師，現於鴻鵠香港（Bird & Bird Hong Kong）專注企業及房地產業務。她為跨國及本地私募基金和發展商提供法律意見，涵蓋物業交易、資產收購及出售，以及房地產融資等事宜。作為在深圳註冊的粵港澳大灣區執業律師及特許仲裁學會會員（MCIArb），她亦擔任廣州仲裁委員會及東莞仲裁委員會名冊仲裁員。

譚小姐同時參與多個政府委員會工作，包括法治教育督導委員會、房屋局上訴委員會 (房屋)、酒牌局、交通審裁處委員團，以及《稅務條例》覆核委員會。她亦擔任香港律師會「大中華法律事務青年律師小組委員會」主席。

她的獲獎及殊榮包括《Hong Kong Business》「香港40歲以下最傑出律師」、LexisNexis®「40 UNDER 40」，以及 IFLR Rising Stars Awards。

莊業豐先生

莊業豐先生為執業律師，他擁有香港中文大學法律專業證書（PCLL）、社會工作碩士學位，以及法律學士及社會科學學士（社會學）雙學士學位。他的執業範疇廣泛，涵蓋民事、家事及刑事案件。莊律師間中也會為不同慈善團體提供意見及教授不同助人專業人士與其專業相關的法律知識。

鄭桂蘭小姐

鄭桂蘭小姐為經理（行政）。她擁有中國神學研究院基督教研究碩士學位(婚姻與家庭輔導)，以及香港理工大學染整化學學士學位。

何樂兒小姐

名譽研究員

何樂兒女士是一位策略及財務專業人士，專注於併購（M&A）執行、投資組合優化及數碼轉型，以推動泛亞洲業務增長。她亦為香港大學客席講師，教授碩士課程，涵蓋商業、數碼策略及轉型管理。

她擁有英國倫敦政治經濟學院哲學與公共政策理學碩士學位，以及香港大學經濟及金融學理學士學位。她是香港會計師公會認可的註冊會計師（HKICPA），並持有金融風險管理師資格（FRM，GARP）。

林女士亦共同創辦 Crowd Voting Hong Kong，一間推動媒體素養及負責任數碼公民教育的教育科技社會公司。

譚乃廉先生

譚乃廉先生是一位醫療健康及資本市場專業人士，擁有逾二十年橫跨製藥產業、投資銀行及首次公開招股（IPO）監管實務的經驗。他具備生物醫學研究與醫療健康金融背景，致力推動以創新驅動的生物科技公司發展，並協助其對接私人及公開資本市場、拓展融資渠道。

蔡欣庭小姐

名譽研究員

蔡欣庭小姐擁有香港大學社會科學學士學位，主修心理學、副修社會政策，並於土耳其伊斯坦堡Koç大學修讀人權法課程。工作中，蔡小姐專責「向上流動」及「殘障共融」議題，為策略性慈善項目提供從規劃到落地的全流程支援。近期，她主力支援香港一個大型的向上流動計劃，負責方案設計、在地調整及成效評估。蔡小姐曾在台灣及內地工作兩年，任創意及市場推廣經理，專注公共教育與鄉村振興。她對服務弱勢社群的熱忱，源於學術背景及跨界實務經驗。

黃唯一先生

黃唯一先生擁有英國倫敦政治經濟學院計量經濟學與數理經濟學理學士學位。他對城市經濟學議題感興趣，關注改善香港住房可負擔性相關政策。

何怡然小姐

何怡然小姐現為大學全職研究助理，她具香港房屋政策研究經驗，研究興趣涵蓋不平等、社會流動，以及公共政策的社會影響。

杜珮煒小姐

名譽研究員

杜珮煒小姐是一位可持續發展專業人士。她擁有香港科技大學環境工程及管理理學碩士學位及香港教育大學全球及環境研究社會科學學士學位。杜小姐致力發揮香港的策略優勢，推動香港發展成為全球綠色科技樞紐。她透過與國際持份者（包括各地政府、企業、大學及科技園區）合作，促進綠色科技企業及項目來港直接投資，並向外界推廣香港在新能源、可持續建築環境、綠色出行等相關產業競爭優勢。

杜小姐在ESG領域擁有豐富經驗。她曾在國際環保組織世界自然基金會（WWF）工作，參與氣候及能源政策倡議工作，並與團隊成功推動政府推出上網電價政策及可再生能源證書制度。其後，她加入環境保護署，協助首長制定《香港氣候行動藍圖 2050》。她亦積極參與公共服務，現為香港教育大學學院顧問及研究員，以及能源學會（Energy Institute，全球能源專業機構）委員成員。

麥萃才教授

名譽研究員

麥萃才教授現任香港浸會大學會計、經濟及金融學系副教授，兼公司管治與金融政策研究中心副主任。其研究範疇涵蓋股票市場、財務策劃及香港房地產市場。麥教授亦為新城財經台客席主持，並為多份報章撰寫專欄及擔任特約作者。麥教授現為強制性公積金計劃諮詢委員會、存款保障上訴審裁處、提升資產財富管理業人才培訓先導計劃督導委員會及香港黃金交易所註冊委員會成員、公務員薪俸及服務條件常務委員會，以及香港房屋委員會委員。麥教授於2025年7月獲香港特別行政區政府頒授榮譽勳章（MH）。

何杏研小姐

名譽研究員

何杏研小姐為學而人才庫（Talent Co-Op Limited）及 EssAI Education Limited共同創辦人。她擁有英國倫敦大學學院教育規劃、經濟學與國際發展範疇的碩士學位和香港大學文學士及教育學士（語文教育）– 英文教育學位。

何小姐長期關注教育、青年與人才培育等公共政策議題，曾任團結香港基金高級研究主任，並共同創立教育研究部和社情研究部，經常就香港課程改革及人才培育方向作出分析與建議。

她亦積極參與公共服務，出任公務員培訓諮詢委員會、物業管理業監管局、酒牌局等公職。

郭國全先生

名譽研究員

郭國全先生現任香港大學商學院的名譽教授，在公營及私營部門均擁有豐富經驗，曾先後出任銀行業監理處及匯豐銀行的高級經濟師，亦曾擔任渣打銀行東亞地區總經濟師，並於2004年至2008年間出任政府經濟顧問；其後於2021年至2023年獲委任為香港金融學院行政總裁，為香港金融業領袖人才發展以及貨幣與金融研究作出重要貢獻。

莊太量教授

名譽研究員

莊太量教授, MH, 現為香港中文大學新亞書院副院長，劉佐德全球經濟及金融研究所常務所長，經濟學系副教授及環球經濟與金融跨學科主修課程聯席主任。莊教授擁有美國羅徹斯特大學經濟學博士學位及香港中文大學經濟學學士學位，其專業研究範疇為計量財務學，獲評為全球首百分之五經濟學家 (RePEc)。

莊教授一直熱心服務社會，長期參與公共政策與國際事務，致力把學術與實踐結合，為香港發展提供策略性建議。他現為香港特別行政區政府電訊(競爭條文)上訴委員會成員，香港總商會經濟政策委員會委員，香港學術及職業資歷評審局專家小組委員，香港賽馬會會員，亞太研究所金融市場研究計劃主任，及多份國際期刊的編輯委員。莊教授2022年獲香港特別行政區政府頒授榮譽勳章(MH), 以表揚其對社會和在推動香港貿易和工業發展的貢獻。

陳鈞儀先生

副總監兼秘書

陳鈞儀（理工學院社會工作文憑、香港中文大學社會科學學士、香港中文大學文學碩士），退休公務員（政務主任），曾任中央政策組研究主任、食物及衛生局副秘書長、一手住宅物業銷售專員。從事教會主日學老師20年以上，熱愛網球、音樂。

趙藝婷小姐

研究助理

趙藝婷小姐專注於政策量化評估，結合數據分析專業與社會經濟影響評估經驗。趙小姐曾任職專業服務界多年並晉升至經理職級，其後進修香港大學經濟學碩士(數據分析方向)，專攻數據分析方法。她的研究探討政策干預效果，包括跨境電商對收入不平等的影響，及運用文本計算分析研究大灣區政策協同。

加入香港未來經濟研究院前，她曾擔任「賽馬會LIFT計劃」評估研究助理，負責過渡性房屋住戶調查數據分析。她持有香港大學經濟學碩士(獲優異獎學金)及香港城市大學工商管理學士(會計學，一級榮譽，全額入學獎學金)。

牛致行先生

研究助理

牛政行先生現為香港未來經濟學院研究助理，他擁有香港中文大學哲學學士學位。他希望成為政策企業家，研究興趣聚焦香港公營房屋政策及人口政策。加入未來經濟學院前，曾於民智行動設計智庫工作兩年。

江麗芬小姐

公共關係及傳訊顧問

江麗芬小姐有三十多年傳媒經驗，曾任《信報》助理總編輯，負責統籌政治新聞，及為政治分析及評論專欄執筆，包括擔任「余錦賢：香港脈膊」主筆逾十年。在此之前，她擔任商業一台時事節目「在晴朗的一天出發」監製，並主持兩個聲音專欄。

江小姐擁有豐富公關經驗，曾任職香港賽馬會，負責為馬會主席撰寫講辭，並協助推廣及聯繫社會各界人士。她現時為非政府組織、企業及私人機構提供公關顧問服務，也是《信報》專欄作者。

宋陳寶蓮教授

陳宋寶蓮教授是一位傑出的學者與實務專家，專長於組織變革及轉化研究。她現任香港大學名譽教授，曾任香港理工大學副教授，並開創多項學術課程，包括香港首個家庭治療碩士學位。陳教授曾任聖路易斯華盛頓大學富布賴特高級學者及麻省理工學院訪問學者；其研究聚焦於兒童肥胖與癌症預防的跨學科循證干預。自 2017 年起，她領導幼兒投資政策研究以推動社會流動，長期與史丹福大學、復旦大學及中國各大部委展開深度合作。

黃偉信先生

黃偉信先生是未來都會願景創始主席、傑出青年工程師得獎者、香港工程師學會—運輸及物流分部委員。他擁有倫敦帝國學院運輸及管理碩士學位。畢業早年於港鐵任職，現職國際工程建設集團，專責多項大型基建發展項目，他亦曾協助香港政府發表「香港主要交通基建發展藍圖」；此外，他致力於推動跨界合作、青年發展及創新理念，以專業知識貢獻社會。

宋恩榮教授

副總監兼財政

宋恩榮教授為香港經濟及中華經濟圈融合的資深權威，現任香港中文大學客座教授及經濟研究中心副所長，曾任經濟系系主任達17年之久；榮獲中國經濟學界最高榮譽之「孫冶方經濟學獎」與「張培剛發展經濟學優秀成果獎」，並獲頒「明尼蘇達大學中國傑出校友獎」。他著有九部學術專著及大量學術論文，先後出任多份學術期刊編輯或委員，及香港特區和內地眾多專家咨詢委員會委員。

王柏林教授

創辦總監兼主席

王柏林教授是一位學者、研究員及政策企業家，研究範疇涵蓋勞動、房屋及公共財政。他現任香港大學經管學院管理及策略學助理教授，同時兼任經濟學職務，並獲香港大學管治與政策學院授予名譽兼任職銜。他運用行政數據、實地實驗、嚴謹的因果推論及結構估計等方法，分析公共政策的影響。其政策研究聚焦香港的公營房屋與城市發展議題。他擁有美國麻省理工學院博士學位以及美國哈佛大學學士學位。
